MR. CHAMBERLAIN ON MR. BALFOUR'S FISCAL REFORM

London vit Bombay, 6th October.

Mr. Chamberlain, speaking at Luton, said that Lord Rosebery has elicited from Mr. Balfour a statement of the greatest importance, and more momentous than any he has hitherto made, "Mr. Ba'four's speech," said Mr. Chamberlain, " marks a stage in the great controversy. Ihave no more idea of going back to the Protection of fifty years ago thoo to the Free Vrade of fifty years ago. Mr. Balfour seems to have considered that it might. be necessary to hold a second election on the question of preference. I am unable to understand," continued Mr, Chamberlain. " the necessity for a second plebiscite involving two general elections, This is the only blemish on Mr, Balfour's plan, which brings before us a vision of Imperial trade which neither our ancestors nor ourselves dared to anticipate."—Reuter.
