Since our accession to the throne, three years ago, we have been diligently and tremblingly striving to attain an inconvenience to the people, and arriving at decisions of questions which nay be carried oat in practice. Thus, the foundation of Cor EBupire would be consolidated and an ideal perfection of Oar Government would be accomplished, for which We entertain Oar fervent hope.
Let this be promulgated for the information of the Assembly.

(1) Wang Feng-hao is hereby sppointed Commissioner of Foreign Intercourse of Chekiang.
(2) Decree, granting the degree of Obingsbi or Doctor to, and appointing, six graduates from the Peiyang University either Hanlin compilers or Hedin graduates; and one graduate who Po passed in the inferior class, to be an expectant magistrate in one of the provinces. Sixteen graduates irom the Shansi University are granted the degree of Chingsbi or Doctor only.
