The Mukden Assembly has vetoed the recent Russian loan of five million roubles to Viceroy Obao Erh-stu and has informed the Viceroy that if he takes up the loan the Assembly will proclaim the independence of the province.
The Fengtien Government is meanwhile endeavouring by variety of means to raise loans, bat it has not touched the balance of the new coinage which amounts to $3,000,000, which it is apparently reserving for expenditure on the army or to meet sudden emergency.
