The Moroccan Treaty

BLACK TROOPS IN EUROPE, London, Nor. 21

Berlin telegrams state that the Budget Committee of the Reichstag has resumed the confidential disoussion of the Morocco Treaty. Several members complained of the erroneous statements appearing in the semi-official Press to the effect that Herr von Kiderlen-Wachter's explanations had satisfied the Committee.

Herr von Kiderlen-Waechter relied that none of the statements d emanated from the Foregn Office.

The Committee discussed the possibility of France employing black troops in a war in Europe. Herr von Kiderlen-Waechter said that the military aspect of the French occupation of Morocco had been thoroughly thrashed out prior to the agreement of 1909.

Referring to the allusion of certain speakers to the Sikhs and Gurkhars in India, he said that the Mutiny of 1857 must not be forgotten.—Reuter.
