Sept. 28. how long the banks may have to keep the silk. Interest and other conditions in connexion with the loans are unquestionably favourable to the Chinese. Besides, it must! not be forgotten that there is a market for silk in America, and one of the reasons why trade in this respect is much restricted is that holders of cargo are expecting to obtain letter prices in the future and do not wish to part with their cargo at present. Even in normal times some filatures do not work; hence, the Chinese seem to be making too much of the closing of a few filatures, especially when they are not willing to sell the cargo they now hold. The calculation that Tls. 18,000,000 would. be needed to keep the filatures going is based upon the ingenious idea that the banks should help the filatures now in order that the latter may make hu; profits at a later date. The position really is that if the filatures and silk holders were reasonable, they would be able to obtain all the necessary funds from the foreign banks.
