Harbin has gained a notoriety for its causes célébres, The case which has just been settled at the Higher Courts was one of bribery. The principal actors were the former head of Secret Police and his wife and the assistant chief of the gaol.
The alleged bribery occurred far back as 1912, in which year the police raided the premises of a certain "sect" that had been founded in Harbin, and which had made. itself unpleasantly notorious. Several prominent members of Harbin society were arrested at the time, but were eventually released and the matter was hushed up.
