THE PRIME MINISTER'S SCHEME

Mr. Churchill whom I quote, not Decause his speech was the weightiest Int because it was the frankest, declared that they were not necessarily committed to the details of the scheme afore them, beennse, they were simply opening the first lines fora great siege. This was a sop to the Labour member who objected that the scheme was not drastic enough, It proposed that in caxe of a disagreement between Louis and Gommons there should be a joint Gonference. If this failed, the Bill, after a lapse of six months or more, would be reintroduced into the Commons with or without modification. The debate would be confined ax far possible to the new matter. Then if the Lords again disagrees! there would another joint Gonference. If this failed the Bill would be reintroduced in exnetly the same form, rushed through all its stages, and sent up to the Lords with an intimation that if they did not agree the measure would receive the Royal assent without their agreement Lut before this course was adopted there would be yet joi nce to try and arrange More important, how than the scheme itself was the in of the Prime Minister that in order to of the objection that fter a ti ceases to be representative of the peo he proposed to substitute quinquennial for xeptennial Parliament's, TI makes it the more probable that the real conflict with the Lordx—the fight in the Constituencies—will be pre cipitated.
