As @ stickler for logic, will you permit me to say that I agree with everything "An American" says except the last line of his letter. He says. "This hits the nail squarely on the head."
But that is exactly what it does mot. For the discussion was not as to whether civilians were to be "permitted" to jab a knife into the grey coat of an invader, or whether duly qualified uniformed officer was allowed to drop nitroglycerine bombs on unoffending civilians. The discussion was as to why the By order of the President (1) Pu Lun is hereby appointed member of the Tsanchengyuan.
