COUNCIL, To the Editor of the "No Curxa Datty News." c1n,—In ite leading article of thel8th instant, the "Courrier de Chine" in-dales in a vehement attack against Mr. J. J. Chollot, one of the most popular candidates at the forthcoming elections.
Mr. Chollot was, until Joly last, Engineer-in-Chief of the French Municipality, and according to the above paper, is responsible for the unsatisfactory condition of the Waterworks. The writer goes on to show that, until the situation is cleared, Mr. Chollot should not seek to be elected on the Council.
Now, the very fact that the French Government saw fit to the " Legion d'honnen ition of his services, is a striking "relaxation of the allegations made against him. It shoald be noted that he is, at the moment, one of the largest land-owners in the French Concession, and is thoroughly acquainted with municipal government in its most important branches. Whether his presence on the Council is likely to be beneficial or not the Ratepayers should be able to determine.
The choice of competent Councillors in a matter of the greatest concern to the Ratepayer and personal considera tions should never be taken into account, much less party feeling or political prejudice.
the ratepayers vote for those amongst the candidates who, through clove acquaintance with local require ments, long residence in Shanghai and personal qualifications, are best fitted for the conduct of Municipal affairs they will do the right thing.
