A notable accomplishment fo the lation of Empire was the South in the year by the four Sent rican Union, agreed upon earl;
African States, ratified by their respective parliaments, submitted to the Imperial Parliament, passing its third reading in the House of Commons on August 19, and finally promulgated, after the King's signature, on December 7. Thus ten years after the outbreak of a bitter war two different races have ce-operated to build up a new State. Union, which would have been impossible without the preparatory work of Cecil Rhodes and Lord Milner, was accelerated by the change of government in Great Britain. The Liberal-Radical party, opposed at heart to the war, found itself in a position to band back the country to the Boers; but the latter, profiting by their recent experience, preferred consolidation a local base to provincial dependence and were ready to accept for their country the remote obligations entailed by the position of daughter in the Mother's house for the immediate advantages of being mistress in her own.
