To the Editor of the "Norra-Cuixa Dairy. News."
Sir—I am the holder of deposit receipts of the Sin Hun Savings Bank of Peking the conditions of which are on each receipt. One of the conditions which affect me, since I have not drawn a prize, is that deposit receipts which have not drawn a prize in the three drawings of 1915, 1916 arid 1917 will be redeemed by the Sin Hua Savings Bank, Bank of China, Bank of Communications, Chinese _Post Office and Chinese Telegraph Office for a year from April 26, 1918.
Ever since April 26, 1918, I have ied one or the other of these institutions and have been told on each occasion that no instruction to vay had been received from Peking. Can any one explain the reason for non-payment?
