The native Press here has lately been full of the exploits of the infamous Chou Wing-yn alias Chou Tung-shang. It is well known that he was appointed Minis-for to the Court of Belgium, but at the Jost moment, and for substantial reasons, the appointment was cancelled. It was discovered that he had defrauded the Government by embezzling public funds to the extent of millions, and had pi up wealth around him and his rel: to the same extent. It was discovered that he had property in Canton, Hongkong, and in Macao; that he had acquired a substantial. interest in firms and companies all round; that his wealth in bullion and jewellery, the latter in the possession' of his wives and concubines, was almost fabulous. However the officials have been confiscating his mansions, and sealing up his shops, and at the same time making inventories ofall che property on which they have been fortunate enough to lay their hat Him they have not yet snee capturing. It would seem that there is always: somo remarkably daring spirit, who ventures on these foolhardy enterprises on a gigantic scale, and so keeps the world gently excited. At the hed of them all stands Chou Tung-shang who for révklossness and audacity could seaveely be equalled.
