A report by the Engineer, submitted, points out that the material is saltable only for footpaths, substantial foundations being indispensable before sny road can be rendered fit for vehicular traffic. He nye stress upon the advantages of construction of outlying reade, It ie, however, recalled that at the Ratepayers' Meeting in March 1909, the view found expression that a less forward policy in the construction of pew roads was desirable, and the Council has since! been reluctant to embark upon any costly scheme of development. In respect, however, to the metalling of existing roads, the policy inaugurated last year (v. Report 1909, page 188) of developing road facilities in outlying residential districts, somewhat in advance of public requirements, by metalling 12-ft. strips of suitable roads, has been steadily proceeding, with due regard to the Budget 9p propriation.
