Frost Our Own Changsha, Nov. 3.
A long-continued spell of drought thas made it impossible to check the cholera outbreak that began in September. Though the cases have mot been numerous enough to cause grave general concern, still the city is well covered with public proclamations about hygienic measures, public lectures are being given in not a few of the schools and, better till, a definite cholera hospital has been in operation in Changsha for three weeks, to which all eases may be sent without expense and with assurance that modern measures of treatment will be used.
Thus even on November 1, 24 nearly all of true cholera, were under treatment in the hospital, Governor Chao Hong-ti appointed a small commission to conduct this institution, man being Mr. ' Chao executive a Yale Hospital. The physician on active duty at' the cholera hospital is Dr, Tan Shih-hsin, a graduate of the Hunan-Yale Medical College.
