Extreme Labourites and Pickets Un. asyailable: Moderates Anxious to Do Good Work But Impotent shall deal next with the Com. munists, among whom I include some labour unions, the strikers and their pickets and the extreme students, Canton is divided into two camps =the Red and the anti-Red, at least the Kuomintang (everybody Canton seems to be a member of the Nationalist Party) is.
Everybody knows how the Communists came into power in Canton. It is useless therefore for me to atiompt to describe this any further, except to say that it was because of their not inconsiderable help to the present. administration and its army. The Governnient depends to a very large extent on the Communists, especially the students and the labour unions. The latter know this and realize that they, in conjunction with the militarists, really control the Government. A set of laws has been promulgated governing labour unions, so Canton in this respect has an advantage over Peking, which does not yet recognize such unions.
