SIR EDWARD GREY'S REPLY

Sir Edward Grey, replying the debate, said that be had no information to prove or disprove the reports of atrocities in Tripoli. The Government adhered to its policy of non-intervention.

Sir Edward Grey dealt chiefly with the question of Persis. He said that it was an essential condition of the independence of Persia' that account be taken both of Russia and of Great Britain. The Persian Government, however, instead of seeing that Russian interests were repected, sought to thrust out Russian inflaence. That was a perfectly hopeless attitude.
