The State of Russia

Though the "Novoe Vremya" says 80, I verily believe that, despite the existence of the Duma, the disorder in Russia is almost as great as ever. The reader may draw whatever conclusion he likes; but I think that it would be a mistake to conclude that the Duma to blame, for the Duma has, so fs been unable to put into practice any of its schemes for the tranquillization of the country. It makes suggestions; they are ignored; outrages occur; and then the Government says reproachfully "Why, the country is as disturbed as ever. The Dama has not improved matters one little bit.""

Unfortunately there can be no doubt about the country being unsettled. To-day there were thirteen perso killed (including General Ulyanin, chi of the Central Asian Railways) and eight wounded. Every day almost the Government is losing money and the revolution is gaining funds owing to the "holding up" by revelationists re-lof government spirit shops, post offices, ete, There is o surprising uniformity about the descriptions given of the men the carry out these held-ups. In all cases they are "beardless youths of between eighteen and twenty, well-dressed, but evidently belonging to the labouring classes." They are seldom caught, but when they are caught, the crowd does not exactly treat them as distinguished captives. A few days ago merchant refused to be held up and began shooting, with the result that the neighbours assembled and seized all the gang alive, save one whom they there and then murdered and another who escaped from them,
