Chung Ah-liang is debtor for rent to the Hsieh Chen Company, who having several times pressed for payment, which has not yet been nade, proceeded to remove the shutters ofthe shop. with a. view to compelling him to eraenate. It was not, however, to be foreseen that Chung Ab-liang should then vent his temper upon Ying Ying-sheng's shop, for-elbly seizing the shutters belonging thereto, while Chung—Ab-liang's mother lay upon the counter and made an unreasonable disturbance. The deputy led soldiers to the spot order to investigate the matter, whereupon loafers were assembled who surrounded the soldiers and assaulted them. After a means had been devised of dispersing these persons, loafers again collected, together with an Indian policeman who had been invited to join in, who proceeded to the shop with a gun in his hand, and raised a disturbance while the loafers collected in a crowd and committed assault. This procedure was in contravention of law, since the Wan Kang oil-shop and establish the interior, and the the San Yang-lon flour-shop are both Indian policeman should "not have crossed the boundary and raised trouble. The deputy, therefore, requests that Chung Ab-liang be arrested and the matter investigated, a communication being addresseed to the Senior Consul asking him to give directions to the [Police that they, may not cross the the regulations, Upon receipt of this information, I gave directions to the City Magistrate to enquire into the circumstances and forthwith to arrest Chung Ab-liang and investigate his ease. [beg also will give directions: that the and that conduct of this Tf the Indian policeman in question again crosses the boundary and acts in a similarly irregular manner, arrest will be effected and he will be escorted to your office for enquiry into the case, and subsequent prnishment.

1, therefore, bee that you will have the kindness to take note und take action accordingly, thereafter obliging ame by a reply.
