The local Court authorities keep a yen and a gold rouble account at the Russo-Asiatic Bank, and the sum is quite considerable seeing that they have substantial cash bails and securities ip many of the Court cases. Repredntatives from the Court called on the bank manager and asked permission withdraw these sums. The Bank! manager firmly refused, stating it was not in his power fo grant then their request.
