The Cigarette Tax in Kiangsu

Supported by Those Who Hope to Farm It: More Mozey for Weapons for Peking According to the "Shunpao," nothing definite has yet deen settled' bdbveen the disputants regarding the proposed Imposition of the special tax on the sale of Cigarettes in Kiangsu. The attitude of the opposing dealers has been greatly weakened, and there fare not a few among them who have been scrambling for the right of farming this tax in flits or that district. Speaking of Shanghai, the difference in the treatment of dealers inside and outside the foreign settlements, seams to be he only knotty point that requires straightening Out.

The ""Shunpao"" does not clame those who are. outbidding each other for the farming of the tax, Since it is only human nature compete for a profitable job. What the paper objects to most ts that. the Ministry of Financg at Peking should be allowed, by taking advantage of this oppor tunity, to secure an enormous sum of money with which more arms may.be purchased and more blood shed. as well as to destroy the Constitution which Peking itself has promulgated by appro-printing to itself this business tax, which is fixed in that Con. stitution as belonging to local Fevenue and which. is urgently needed for the development of Vocal education. Cigarotte dealers should not agree to Peking's proposition even for the sake of profitable job, as in doing 90. they would: support the oppress sors of our people instead of opposing them.
