The German offensive movement was undertaken in connexion with the concentration of Austrian troops in western Galicia and the Carpathian mountains for the purpose of protecting Hungary and if possible driving the Russians to *he north; but the Austrians were 1.0 disorganized that, instead of ful filling their purpose, they lost some important positions on the mountains, enabling the Russi to open a road to the plait Hungary and giving them facilities for cavalry operations. The sence of Russian troops in Hungary has occasioned such an amount of uneasiness and criticism that this base the attack Hungary can be more fico tively directed. A note is made of the fact that the passes over the Carpathian mountains, considered by the Austrian military authorities to be impregnable and easy to defend even with a small number of troops, are now being held by Aus trians and Germans, the latter having been called up to strengthen the defences.
