Viceroy Yuan Shih-kai memorialized the Throne asking for rewards for the civil and military officers who, under trying conditions, had been able to keep the neutrality of China intact in Manchuria and in Chihli. This memorial, when handed by the Thros to the Ministry of War for report, wu shelved by Tieh Liang. After tine Viceroy Yuan Shih-kai renewed te memorial, which met the same anmeriel fate. Since his Excellency's present: jin Peking, he has for the third tay aeetenaers memorial and it has met with success, as an Impers Rescript has been issued commande that all the persons recommended by Yuan Shih-kai shall receive promotion in the manner suggested by the memorialist. This caused Rich Liang to send in his resignation Ministry of War.
