'TI "Times" says that the Chinese Government's ruling -that the Russian portion of the bonds of the Chinese 1913 Reorganization Loan will be exchanged for new bonds only where the holders furnish a statement of the history of the bonds from 1917 has placed the holders in a very unfortunate position, 'The ruling, if maintained,—will mous number of' bondholders will totally lose their investment. The Chinese Government's attitude certainly, seems to call for reconsideration.
