"Colonel Wang Tung and 2n¢ in Command Yin Ping of the ist Regiment of the Paoshan Protec tionary Corps have reported that the Chapei North Szechuen Road is not within the confines of the Settlement and foreigners lave constructed barricades on both cides of the rond at each intersection. This action has caused much fear and suspicion in the breasts of the Public. It appears to us that these Darricudes are not only an obstri tion to the trafic but may well Jead to illefecling on the part of the people, We therefore request you to take steps to have them Having recently commanded Territorial Division, I realise that such a high standard of efficiency Jeould not have been obtained without highly trained Officers and 1N.C.0's, and without great devotion to duty on the part of all ranks, who must have given up much of their leisure to preparing themselves for the defence of their Settlement.
It is a particular pleasure to me to note the International nature of ithe Corps, and to sce the representa tives of all the Powers working together to prepare themselves for the protection of the International Settlement. Such comradeship amongst the various nationalities is, to my mind, a factor of great importance, The International Settlement has good reason to be proud of its Ca and I congratulate you on the high state of efficiency to which you have brought it,
