MILITARY OFFICIALS

Changes of military officials have come during the spring with monotonous regularity, but with, at the same. time, bewildering' rapidity. The forts here have gone from bad to worse year by year, und this is obvious to the uninitiated, This condition is the more inexcusable, because the authorities have had good advice, which they have very carefully neglected. Little is being said about the Keh ing, bat the purpose avowed by them in the beginning has not been forgotten, uor have their numbers fallen off, by reason of reverses, as in Anhui, I am assured that the moment ix really growing, but more quietly, and at the same time, more intelligently. Should " real te spring up from their midst, things would move with cyclonic fury.
