In one of my previous letters, I mentioned that Cheng Pih, President of the Ministry of Posts and Communica tions, intended to get back the control of the Imperial Chinese Postal service from the Ins ste-General of the' Imperial Maritime Customs. I learn, howerer, from a reliable source that the Fokienese President has given up the idea for the present because the Imperial Chinese Post Office is losing money every year, unlike the Imperial Telegraph service which is paying concern, though not altogether prosperous at present; so that Cheng Pih would have to collect " considerable sum of money to support the Post Office in year it he Fang will shortly be called to is Peking to become member of the Grand Council of State, while his Viceregal post. at Nanking will be given to H.R. Yoan She-hsan, Governor of Shantung, mho was Customs Taotai of Shanghai during the Mixed Court riots in 1905.
