Col. J. A. Rocadas, has, issued an enter to a Commission to see what can be done in respect of opittm smoking. The instructions issued to the (committee are clear enough. First those appointed must suggest the steps to be taken to suppress the use of the drag. They must do this without seriously weakening the revenue of the Colony. The movement is to be worked out along the lines already started in China. The scheme accepted must not press heavily upon any of those who are now by contract involved in the preparation and sale of the drag. Lastly, the welfare of the Colony mast be kept in mind, and also the destinies, and well-being of the Yellow race.
