Mr. Balfour, speaking at Hadington, Scotland, said that Tariff Reform was absolutely inevitable as the Free Trade Budget had broken down, He was amazed, he continued, at the levity with which Ministers introduced such momentous questions as Home Rule and the destruction of the House of Lords. They were proposing to destroy the United Kingdom by constitutional revolution. These ynestions, he de-dired, could not be settled without a further appeal to the country.—Exclusive Service.
