Against Foreigners

Hankow, Apr. 21.

Mr, Eugene Chen, Minister for} Foreign Alfairs of the Nationalist Government at Hankow (as distinct from that in Shanghai now), is asking foreign basines.men_of Hankow to call upon him to talk ver the situation here, and is exert. ing himself to the very utmost in trying to make them believe that conditions are normal and that business can be carried on here as usual.

In proof of the goodwill of the Government here, the Government has stated that "a special police force is being formed, which will be armed and have an armoured cat In the event of a disturbance aris-jing anywhere in the city, this squad will immediately go to the scene and restore quiet, Asked whether the police of this squad would use their Jarms, the Government spokesman Jsaid:' "No, under no circumstances." "What is the use of arms and the armoured car?" he was asked.

Well," he replied weakly, "you can never tell when they might be needed."

This is the protection which foreigners are offered, And even this not the protection which foreigners are being given, for the idea for the formation of this special police squad was presented to the Foreign Minister by the American Chamber of Commerce of Hankow some three months ago, and is yet lout a vague promise in spite of th declaration at that time that it approved highly of the suggestion and would put it into effect at once.
