Peking, Feb. 21.
While not admitting that there have been any infringements of the 1881 Treaty, China's reply to Russia is most conciliatory. The reply reiterates the provisions of the Treaty and promises the most strict observance of obligations for the future. It points out that, when Consulates are established, the levying of duties on trade will come into force. Further instructions in connexion with the attitude of Chinese officials are promised.
All points at are plainly susceptible of adjustment.
The distinct diversity between Russia's official communique and the Note is severely ized.—Our Own Correspondent.
