The reorganization of the oficial system to bring it to a greater degree of conformity with the constitutional form of government, has takea longer time than was anti only the Provi revised to the satisfaction of the Regent.
Only two grades will be fixed ax covstitating the officialdom in the provinces. The first grade includes the Viceroy and the Governor; and the second grade, the Prefect, the Sub-Prefect and the Magistrate. The Taotais, except those in charge of Custome and other special daties, will all be abolished. For distance, the Viceroy or the Governor will have five departmental favctionaries under him, to take charge respectively of Interior Foreiga Affairs, Finance, a and Industries. The jadiration will remain s separate and independent branch of government service.
