The Government is in receipt of proposal from H. E, Coso Erh-sea, suggesting the adoption of still more drastic reforms in the official system of Manoharia for the fort ration of the Three Eastern Provinces, The two Governorsbipa of Kirin and Heilangking should be abolished; bat the honorary rank of a Governor should be be conferred apon the two Commissioners of the Iaterior of these two provinces, ea as to facilitate the transaction of common affairs in ordinary times.
Only in Mokden, the capital of Fengtien, the yameo for Commissioner of Foreign Affaire sbvuld be established, in Kino and in Heilungkiang there shoold only be " Bureaa of Foreign Affsirs to attend to questions of foreign ject to the control and under the direction of the Fengtien Commissioner.
