At a late hour on Sunday none of the local Red Russians had availed themselves of the privilege of registering at the Bureau of Foreign Affairs, which act would permit them, ig they were not connected with known governmental agencies, to reside in Shanghat under the same circumstances as the White Russians.
It ig known that Dr. Wu and Mr. Quo Tai-chi have discussed at great length the possibility of permitting the commercial bodies to remain in business in Shanghai, but they have issued no countermanding request to the Municipal police.
