BRANCH, Oct. 19, Later, An Imperial Edict has been issued ordering the ringleaders in the Hupeh and Szechuan revolts to be severely dealt with, and appealing to misguided and coerced rebels to retarn to their allegiance. It further cautions the people and soldiers not to join the revolt.
The Edict places all naval and military forces in the Yangtze Valley under the control of Yuan Shih-kai, and rescinds the dis-handment of the old-style Green Flag troops.
