Since the formation of the mythical republic no one has come forward from the masses who has. stood the test or who could inspire confidence by enunciating a policy. and taking supreme command lead anew crusade. This is not surpris-since nature makers no leaps but always passes by slow gradual tions from one stage to another. This is due almost entirely to the fact that for centuries the people have paid no attention at all popular government and solely because they have been taught by their philosophers and preceptors that it their national duty to leave to the official class the obligation of solving problems and building up where the populace destroy. This pagernalism in human offales, and it always destroys love of country. China in all of these efforts has not reached solid ground or solved any of her own problems, and if she cannot, pray who can? She lacks moral courage and mental concentration.
