They have permitted persons who have had no connection with the Kuomintang to hold high office in the Government; snd they have permitted themselves to become embroiled in conversations and discussions wi Northern mandarins who are anathema to the people of the South and to the soldiers who have been trained in the Whampoa Academy or who have been under Chinese and Russian Communist agitators.
