An Edict has been issued stating that the Tszechengynan has submitted a memorial containing nineteen principles of a monarchical ing the Temple of Ancestors that it will issue to the people an order to protect the Throne and strengthen the foundations of the Empire.

The Committee of the Tszechengyuan, assisted by representatives of the Army, will be appointed to draw up the actual constitution in nineteen articles, forming the principles upon which it will be based, while the views of all the Provincial Assemblies will be duly considered in drawing up the scheme.
