Prince Katsura, the former Premier, says that he has anticipated the outbreak in China for some years past. He therefore revised the Anglo-Japanese Alliance, and renewed it in its present form.
The Peking Government may already be regarded as practically overthrown. Peace negotiations must mean the surrender of Peking.
How to solve the situation is a most difficult question, as China is irated. The sole question for the Powers is the maintenance of the essential principle of China's territorial integrity.
