The Brassels Sugar Convention has met to consider the Russisn proposals to increase her proportion of the export of sugar, and the conditions on which Russia shall continue her membership of the Union.
The Russian delegates intimated that this depended on the improve-of the regulations affecting her.
The British delegates declared that sufficient ground existed to authorize Russia to increase her 10) quota.
