Eight Manchu Banners have appealed to Prince Ssu, their Here-diary iron-capped leader, asking, first, for the payment of their salaries for the last two months) which are due; secondly, that their future remuneration shall be in the nature of pay, not of bounty as heretofore; thirdly, the reopening of all colleges and the com-Pulsory attendance of students and lastly the suppression of opium-smoking and of all forms of gambling.
These demands are considered significant as showing dissatisfaction on the part of the Mancha soldiers with the present situat while it is suspected that their action is inspired with the view of showing Yuan Shih-kai that the Mancha troops are a force which he cannot afford to overlook.—Our Own Correspondent.
