TEXT OF TARIFF AUTONOMY 'TREATY

No Question of Further tion: What of Other Governments?

Considerable surprise is being expressed over the numerous reports that either Dr, C. T, Wang or Dr. C.C. Wu would conduct negutiations with regard to the new American Treaty, As a matter of fact the Treaty has been signed by Mr. T. V, Soong and Mr. MacMurray the American Minister to China, ard the incident is finished, except' that ratifications are requited, in addition to its being necessary for China to obtain similar treaties with every other Power. for Ettective Till December The ratifications are to take place at Washington, Nothing can be. done there until December, when the short session of Congress meets. 'The Treaty must be placed before the Senate and ratified by it, in accordance with the American Constitution, Should the Senate fail to ratify' it during the short session, it will come before the next Congress which comes into being on March 4.

The first paragraph of the treaty then cannot become effective, in any circumstance, until after December or March 4. But even then, the second paragraph of the treaty, which includes the Most Favoured Nation Clause delays action further, for China must mow negotiate similar treaties will all Powers.

The Treaty Itself The following is a translation of the Chinese text of the Treaty signed by Mr. Soong and Mr. Mac-Murray, the English text not yet having arrived In Shanghai:

All provisions as contained in the valld treaties existing between, China and the United States in regard to the import and export duty, drawbacks, transit duty and tonnage dues shall be immediately abolished and the principle of national autonomy applied,
