The American Note

The reception which both the American and the British Press have accorded to the American Note shows that any disputes: between the two Governments will be conducted in the friendliest way. It cannot be very long before we are in full possession of the facto, which, in the opinion of the American Government, made the Note necessary. Meanwhile, it is interesting to observe how quickly President Wilson's admission that certain American shippers have been to blame has followed on his statements in regard to "'legitimate" American trade.
