Turning to another sphere of action in which a Briton was foremost in the service of China—that of education—we find the name of Timothy Richard stands out head and shoulders above that "of any other, for wh work has in every case been confined to some one institution, which they have founded and developed, atid upon which they have concentrated all their efforts. Dr. Richard thoubt in terms of National Education, was not content with starting a school here or a college there: his idea was to open Government Universities in every province, to have Government Schools in every town—in short to organize a National System of Education in which the numerous missionary societies should ce-operate. His plans came to only partial fulfilment, because of opposition of various kinds, but he it, was who influenced the early reformers in China to demand and even to inaugurate the Western system of education as opposed to the old fashioned classical system. At one time he even had the ear of the Chinese Emperor, whose reforms along these lines were, however, cut short by the old Empress Dowager's coup d'etat in 1898, when all the reformers cxcept Kang Vu-wei were seized and beheaded by that notorious reactionary. After the Boxer outbreak it yas Dr. Timothy Richard who was foremost in the movement which abolished the old system of Govern. ment Examinations and instituted the new: and we venture to say that had his plans been carried out in their entirety, China would not have been suffering the way she is to-day, but would have been lead band of enlightened and soundly Cducated men, who would have saved her from the chaos of the last 15 years.
