Furthermore, the number of councillors has now been increased to six, the chairman being allowed two votes in the event of a tie. The sixth member has, in accordance with the Anglo-Russian Agreement, to be a representative of the non-Russian community, and is elected by the Delegates of the Municipal Assembly to the Council. The names of not less than three and not more than five persons of any non-Russian "nationality—provided they resident representative of their country who has full consular and that their nation observe local Regulatons and Bylaws—are prepared and presented by these resident representatives to the manager of the Railway for transmission to the Muni 1 Administration and from these names the Delegates of the Municipal Assembly ballot in the ordinary way for the Councillor to represent the non-Russian community.
As the term of office is three years, should the representative of a non-Russian councillor resign before this term is expired, another one is elected in the same manner as above stated to serve the remainder of the current term. The dismissal of the representative non-Russian councillor during his period of service cannot be effected except with the consent of the majority of the Consular representatives.
