A mandate issued last night states that Mr: Yeh Kung-cho and others instigated the civil war and'. that they cannot escape punishment for the crime. Messrs. Liang Shihyi, Yeh Kung cho and Chang Hu are dismissed from their offices and deprived of their ranks and merits and are relerréd to the judicial courts for punishment. All the Mukden troops are ordered immediately to withdraw beyond the Great Wall (which they are feverishly endeavouring to do). Pending further orders from the Government, the Chihli forces are also ordered to return to their stations.
