War Office advices from Harbit. report that the Russian troops ea the Chinese frontier are apparently being reinforced, though the reason for this is not certain, The War OMice reports that the Kirin main force has completed concentration at Wijp, 80 miles northeast of Chinchow, whilst the Amur troops are advancing southwards! and are expected to concentrate at, Hyinmintun within a few days.
It is officially stated that there were 15,000 Chinese refugees in Mukden and 6,000 in Dairen under Japanese protection on December 6.—Reuter's Pacific Service.
