AX interesting address was given at Manchester Unive short time back by Mr. P. M. Roxby, Lecturer in Geography at the University of Liverpool. The speaker contended that when the great world settlement came to be made after the war the Far East wauld demand as careful treatment at Great Britain's hands asthe Near East, and he could not imagine that any world settlement would be satisfactory which left China out of account. To leave China out of account would, he maintained, be simply to court further wars. He went farther, and said the very fact of the settlement of the "Chinese question would involve the raising of very delicate issues between ourselves and others, und that pointed to the desirability of the Chinese question being—frankly faced while the Allies were still and still animated by the desire to remove as far as possible all cause of future friction. The uncertainty of China's destiny was one of the most likely cause of future wars, because, while the Chinese had all the qualities necessary to the making of a great nation as. we understood the word pation, the reorganization and transformation of the country must, under the conditions which obtained, and taking into account the vastness of the territory involved, take at least three generations to effect, and during the period the integrity of China must be guaranteed international ly. It was Great Britain and, he thought he might add, th United States' which would have by far the greatest influence in securing that guarantee especially if Britons realized that the education problem was the crux of the real transition. The future lay, he believed, largely in the training which the Chinese student was getting at the present time, and the regrettable fact was that Great Britain was playing practically no part, or @ very small part, in the giving of that education. good deal might be said on this last head, for the part which Britons are playing in the education of China is most regrettably small when compared with the activity dig Tt ¥as to a large extent responsible for the proposal, of which nothin;
