In connexion with the proposal to establish a technical school at Shanghai, the ''Manchester Guardian'' says that a recent meeting of the Master Cotton-spinners' Association of the Bolton district, after hearing a statement that it is not intended to utilize the institution for the purpose of prejudice ing the Lancashire cotton industry, unanimously adopted a recommendation that uny opposition to the scheme should be withdrawn. All the Members of Parliament concerned and the other organizations have been duly notified to this effect—Reuter.
