September has been a_sunless month, for so far days on which the sun has shone even part of the time can be counted on the fingers ¢f one hand. The country has been thoroughly soaked and the autumn crops damaged. The early ice was very good but late rice is very poor. Cotton is calling out for sunshine so that it may mature. Several parts of the lower lying land has been inundated for two or three days. That followed by dull cooler weather has done much damage.
