Paris, Sept. 25.
The much-abused French Consti-station of 1875 has at least one merit. It enables a Presidential vacancy to be filled with the smallest possible loss of time. Less than a week after the resignation of M. Paul Deschanel, the National Assembly, which consists of the Senate and Chamber of Deputies, has met at Versailles and elected M. Alexandre Millerand to preside over the country for the next seven years. He received 695 votes, only 39 less than the record number cast for M. Deschanel in January, There was virtually no opposition, though the socialists, who have never forgiven M. Mil-lorand for going over to their adversaries, cast 69 votes, as a matter of form, for one of their number, M. Delory.
